Maine Issues Statewide Recall of NorCO Cannabis Flower and Pre-Rolls After Safety Findings

4 December 2025

A new cannabis recall in Maine appears to be widening regulatory scrutiny after state officials identified safety issues in additional NorCO Outdoor Cannabis products. On December 3, 2025, the Office of Cannabis Policy ordered the mandatory recall of several batches of Frosted Enigma and Gold Dust flower, along with pre-rolls of Blackberry Pie, Sour Cookies, and Street Tartz. These items were sold between October 15 and December 2 at 22 adult-use retailers across the state, from Portland and Bangor to smaller communities such as Milo, Peru, and Southwest Harbor.

The OCP said the recall followed continued testing related to NorCO’s earlier vape cartridge recall that began in late October. That investigation initially focused on a batch linked to a consumer complaint about an adverse health reaction. Subsequent lab results showed unsafe levels of the pesticide Chlorfenapyr in certain vape cartridges, leading to an expanded recall on November 13. As regulators tested additional NorCO products, they reported detecting unsafe concentrations of yeast, mold, microbials, and arsenic in several flower and pre-roll batches, prompting this new recall.

Consumers who purchased affected items are asked to check batch numbers listed on their packaging. Those who find a match may return the product to the retailer or dispose of it. Anyone experiencing symptoms, such as respiratory or gastrointestinal issues, is advised to contact a healthcare provider.

For medical cannabis patients, casual consumers, and businesses, this development may influence shopping and operating habits:

  • Some consumers may take extra time examining packaging or asking staff about sourcing and testing.
  • Retailers could experience inventory disruptions, and producers throughout Maine may reevaluate internal testing schedules to avoid similar situations.

While contamination issues are not uncommon in regulated markets, back-to-back recalls from a single operator should encourage conversations about best practices, training, and quality assurance benchmarks across the state’s maturing cannabis industry.
