What License Types Exist in Maine?

Maine's Office of Marijuana Policy (OMP) issues four different types of facility licenses to eligible entities that wish to engage in marijuana business activities in the state. These are:

Type 1 - Cultivation Facility License

This type of license authorizes a facility to cultivate, prepare, and package marijuana plants, seeds, and seedlings and sell them to other cultivation facilities, product manufacturing facilities, and marijuana stores. Cultivation facility licenses are divided into five tiers, based on the available canopy space of the facility. These tiers are:

  • Tier 1a (plant-count based) and Tier 1b (canopy-space based)
  • Tier 2
  • Tier 3
  • Tier 4
  • Nursery cultivation facility license.

Type 2 - Product Manufacturing Facility

This license authorizes a facility to manufacture, label, and package marijuana and marijuana products for sale to other product manufacturing facilities and marijuana stores. Product manufacturing facilities may also obtain marijuana from licensed cultivation facilities.

Type 3 - Marijuana Testing Facility

This type of license authorizes a facility to test, research, and develop marijuana, marijuana products, and other substances.

Type 4 - Marijuana Stores

This license authorizes a facility to purchase marijuana (flowers, seeds, and products) from a cultivation facility or product manufacturing facility and sell these products to consumers. Marijuana stores can sell flowers, seeds, seedlings, immature plants, and other marijuana-based products.
